Partners in Participatory Development (PAPADEV), a local non-governmental organisation (NGO) based in Bole and the Sawla-Tuna-Kalba Districts of the Northern Region, in partnership with Ibis West Africa, has implemented a Complementary Education Programme for out of school children in about 30 communities of the two districts.

The Complementary Education Programme is a nine month functional literacy education programme, where out of school children are taught functional literacy and numeracy skills in their mother-tongue, before they are transitioned into the formal school system.

It is estimated that the Northern Region has the highest number of school dropouts, who usually migrate to the south to engage in the ‘Kayaye’ (porter) business.

However, the Complementary Education Programme has graduated as high as 330 beneficiaries, drawn from the Vagla and Birifor communities in the Sawla-Tuna-Kalba District alone, who have been issued with Certificates of Participation.

The Executive Director of PAPADEV, Mr. Eddie Telly, in a speech read for him by Mr. Nantomah E. K. Mahmoud, thanked the facilitators of the Programme for their loyalty and dedication to the development of the area.

He said education was both oppressive and liberating, and had the potential to strengthen or diminish social inequalities and injustices, including gender inequality, and thus called on all stakeholders to ensure that achieving universal basic education, as stipulated in the Millennium Development Goals 2, in the area becomes a reality.

The Executive Director of PAPADEV, however, commended the local management committees and the parents of graduands, for allowing their children to have a second chance at education.
